Mandate

Pursuant to Section 447 (a) of the Local Government Code of 1991, the Sangguniang  Bayan as the Legislative of the body of the Municipality of Kapalong, is mandated to enact ordinance, approve Resolutions and appropriate funds for the general welfare of the Municipality and its inhabitants pursuant to section 16 of the Code and in the proper exercise of the corporate powers of the Municipality as provided for under Section 22 of this Code, and shall:

  1. Approve Ordinance and pass Resolutions necessary for an efficient and effective Municipal Government;
  2. Generate and maximize the use of resources and revenues for the development plans, programs objectives and priorities of the Municipality as provided for under Section 18 of the Code ogress;
  3. Subject to the provisions of Book II of the Code, grant franchise, enact ordinances authorizing the issuance of permits or licenses, or enact ordinances levying taxes, fees and charges upon such conditions and for such purposes intended to promote the general welfare of the inhabitant of the Municipality          ;
  4. Regular activities relative to the use of land, buildings structures within the Municipality in order to promote the general welfare;
  5. Approve ordinance, which shall ensure the efficient delivery of the basis services by law or ordinance, and facilities as provided for under Section 17 of RA 7160; and
  6. Exercise such other powers perform such other duties and functions as may be prescribed.

Vision

The Sangguniang Bayan envisions for an improved Municipality made realized through the strictly implemented responsive policies and measures duly legislated by the August Body, and to become an efficient institution adherent to paperless legislation utilizing the technology thus reducing dependency by law or ordinance.

Mission

To pass measures in the forms of resolutions and ordinance that address poverty reduction, gender, environmental protection, peace/ unity, accountability/transparency, and citizen participation, all geared toward the achievement of its vision.
