Step 9 of the Comprehensive Land Use Planning (CLUP) twelve-step process requires the conduct of public hearing/consultation to provide a systematic approach to consensus-building on the final draft of CLUP and Zoning Ordinance (ZO) before the submission for approval/ratification. The 9th step of the CLUP Guidebook includes a three-stage process: (1) public display and information dissemination; (2) the conduct of public hearing/consultation, and; (3) refinement of the CLUP and ZO as a result of the hearing/consultation.
The Public Hearing/Consultation Board (PHCB) convened on January 23, 2025, at 1:00 PM, at the MDRRMO Conference Room to discuss the proposed program flow for the CLUP/ZO public consultation on February 6, 2025. EnP. Gemma Cristie L. Vicada, the MPDC, discoursed the duties and functions of the PHCB as stipulated in Executive Order No. 48, issued on August 27, 2024. The secretariat also deliberated on the highlights of CLUP and ZO and presented a sample map of Barangay Maniki showcasing its existing and proposed land uses. Lastly, the body tackled the next steps after the public hearing on how to facilitate position papers, the information dissemination plan, and finalized the list of invitees.
The PHCB is composed of the MPDC, Technical Representative/s from DHSUD, Sangguniang Bayan Secretary and Land Use Committee Chairperson, Sectoral Chairperson, and Technical Representatives from PENRO, MGB, DOT, NCIP, PARO, DA, and NIA with the Municipal Mayor as PHCB Chairperson.
