The Municipal Social Welfare and Development is the primary welfare agency mandated to uplift the living conditions and to improve the quality of life of vulnerable individuals, groups and communities. The said office spearheads the LGU’s advocacy on general welfare of the marginalized sectors. Among its regular programs include the following;

4. Person with Disability (PWD) Program

6. Women Welfare
7. Case Management of Child in Conflict with the Law (CICL) and Children at Risk (CAR)
8. Solo Parents
9. Empowerment and Reaffirmation of Paternal Abilities Training (ERPART)
10. Family Welfare Program
11. Emergency Welfare Program
The Local Government Unit of Kapalong through our development advocate Local Chief Executive Hon. Maria Theresa R. Timbol together with legislative council, appropriate and allocate substantial funds for Social Welfare Development programs and services which is reflected in the annual investments plan regularly. This is to support the agency’s Vision, Mission and Goal stated as;
As municipality where the poor; vulnerable and disadvantage individuals, families and communities are empowered for an improved quality of life.
We are committed to deliver basic services that will effectively address poverty alleviation and empower the disadvantaged individual, families and communities to ensure better quality of life thru Minimum Basic Needs approach towards sustainable development.
To ensure efficient and effective delivery of basic services to the target clineteles; PO’s, GO’s, NGO’s, NGA’s and in all walk of life.
